Delta's DL34 from Atlanta to Cape Town w/ stop in Dakar

On Delta’s flight 34 from Atlanta to Cape Town, if I want to deplane and stretch my legs during the 1.5 hour stop in Dakar, do I need a visa and Yellow Fever vacc. certificate?
