Which pass is best?

I will be driving from Portland to Klamath Falls. I’m not worried about the north-south part (I-5 south or 97 south are about equally safe, it seems), just picking which pass to take. The options for crossing the Cascades seem to be Mt. Hood, 20, 58, and 138. Which is the best taken care of? (plowed etc.)
